U.S., UAE Launch 34.4B Defense AI Partnership with New Military Task Force

A joint U.S.-UAE military artificial intelligence task force, announced by U.S. Central Command on Tuesday, July 28, 2026, is set to begin formal operations within weeks, deepening a defense-technology partnership that now sits atop a bilateral trade relationship worth 34.4 billion USD annually.

Task Force Talon Synapse will be headquartered in Abu Dhabi with roughly 20 specialists drawn from both U.S. and Emirati armed forces. Its mandate covers three operational areas: integrating AI for intelligence support, protecting critical infrastructure, and sustaining regional security monitoring. It is the first such joint task force between the two nations.

Admiral Brad Cooper, commander of U.S. Central Command, called it a strategic inflection point. “This will be a historic milestone as we work with one of our most capable regional partners to rapidly deliver evolving AI advancements to our warfighters,” Cooper said. “Together, we and our Emirati partners share a strong commitment to adopting AI applications that will foster innovation at speed and scale.”

The announcement did not emerge from a vacuum. Last year, Admiral Cooper and UAE National Security Adviser Sheikh Tahnoon bin Zayed Al Nahyan held discussions on establishing the partnership. Last month, Cooper returned to the region to meet with AI industry leaders and UAE defense sector representatives to finalize planning.

Meanwhile, the UAE has been building the institutional and technological infrastructure to make such a partnership viable. The Mohamed bin Zayed University of Artificial Intelligence opened in Masdar in April 2020, and the country has long maintained a dedicated ministerial position for AI development, currently held by Omar Al Olama as Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications.

Securing the hardware to power that ambition took longer. The UAE pursued extended negotiations with U.S. authorities to obtain high-performance Nvidia processors, receiving its first shipment in June 2026. Earlier in July, Washington upgraded the UAE’s export status in recognition of its defense support, including assistance during regional conflicts, clearing a path for deeper technology transfers.

The commercial foundation underpinning all of this is substantial. The 34.4 billion USD in annual bilateral trade, as reported by the Office of the United States Trade Representative, gives both governments strong economic incentive to keep the relationship stable and expanding.

The task force also fits within a larger U.S. investment posture in the region. During a visit to the UAE in April 2025, President Donald Trump announced plans for a 5 GW UAE-U.S. AI campus, a major infrastructure commitment designed to accelerate AI research and deployment across the Gulf. Trump also visited Saudi Arabia and Qatar on that regional tour, signaling that the competition for AI partnership status among Gulf states is already well underway.

Task Force Talon Synapse positions Abu Dhabi as a central node in U.S. military AI development across the Middle East. Whether the 20-person team can scale fast enough to match the ambitions Cooper described is the question the next phase of operations will have to answer.
