France courts Saudi billions with defense and aerospace deals

A 120-helicopter deal with Airbus, signed in 2024, captures the financial weight behind Saudi Crown Prince Mohammed bin Salman’s two-day official visit to Paris beginning Sunday. French President Emmanuel Macron will host MBS under the newly established Franco-Saudi Strategic Partnership Council, a framework built to channel bilateral capital and cooperation across defense, energy, and aerospace.

The council holds its inaugural session during the visit. Its agenda, as described by the Elysée Palace, centers on the “major economic and strategic issues” anchoring the partnership. For French defense contractors, Saudi Arabia represents one of the region’s most consequential procurement markets, and the Airbus helicopter agreement illustrates the scale of military-industrial business already in play.

The commercial logic runs deeper than arms sales. Saudi Arabia’s economic diversification program, designed to reduce the kingdom’s dependence on oil revenues, opens investment corridors across multiple sectors. France, positioning itself as a preferred partner for that transition, has moved to institutionalize the relationship. Macron traveled to Riyadh in December 2024 to formally establish the Strategic Partnership Council, and the Paris visit now provides the first structured opportunity to advance its work.

By contrast, the diplomatic timeline has been shaped by regional turbulence. Macron and MBS last met in April in Islamabad, during negotiations between Tehran and Washington aimed at de-escalating the US-Israeli war in Iran. Both leaders committed at that meeting to maintaining close contact and reaffirmed support for de-escalation. The Paris summit extends that engagement into a more formal bilateral setting.

The visit’s opening ceremony on Sunday also features the closing of the Esports World Cup, an annual global video game championship hosted in Paris for the first time outside Saudi Arabia. Macron’s office framed the arrangement as evidence of “France’s renewed appeal as a destination for major international sporting events,” pointing to the Paris 2024 Olympic and Paralympic Games as a recent benchmark. The hosting deal signals that both governments see sport and culture as instruments for deepening the relationship, not merely as peripheral programming.

Saudi Arabia’s regional posture combines public advocacy for the Palestinian cause, including its leadership of the 2024 Global Alliance for the Implementation of the Two-State Solution, with a pragmatic focus on stability and regime security. Macron’s office noted that the two leaders would discuss “main topics of regional importance within a framework of close collaboration between France and her partners in the Gulf,” language that reflects France’s stated interest in backing Middle East stability.

The visit carries a separate and unresolved dimension. The French judiciary is investigating the 2018 killing of Saudi dissident journalist Jamal Khashoggi, a US resident and Washington Post columnist killed inside the Saudi consulate on October 2, 2018. A 2021 US intelligence report concluded that MBS directly approved the operation. On Friday, Reporters Without Borders called on Macron to “champion press freedom” during the meeting, citing 18 media professionals currently imprisoned in the kingdom and demanding their immediate release.

For investors and operators watching the bilateral relationship, the question is how France manages that tension as the Strategic Partnership Council moves from its inaugural session toward concrete agreements. The economic architecture is being built; how durable it proves may depend on whether the governance questions surrounding the partnership remain contained or force their way onto the agenda.
