Abu Dhabi Streamlines Vital Records Processing; TAMM Platform Centralizes Birth, Death Cer

Abu Dhabi’s TAMM platform now handles birth and death certificate issuance and attestation in a single online transaction, following a digital integration between the Ministry of Foreign Affairs and the Department of Health. The consolidation removes the need for residents to visit multiple agencies or submit information more than once.

The scale of the affected service population is concrete: approximately 47,000 birth and death certificates were issued across Abu Dhabi during 2025. That figure establishes the operational weight behind what might otherwise read as a routine administrative update. Previously, obtaining and attesting these documents required separate interactions with each government entity. The unified pathway now operates continuously, free of office-hour constraints, and the health department says the process can be completed in minutes.

Sheikha Hissa bint Sultan bin Khalifa Al Nahyan, Assistant Undersecretary for Consular Affairs at the Ministry of Foreign Affairs, described the integration as evidence of the ministry’s commitment to institutional partnerships built on data exchange and system interoperability. She placed the effort within the UAE’s broader push toward what government officials call a more agile and future-ready government ecosystem. The ministry has previously integrated services with multiple government partners and reports reductions of up to 90 percent in procedures, requirements, and delivery times across those earlier integrations.

By contrast, this latest step focuses on a document category with particular legal and administrative weight, given that birth and death certificates underpin a wide range of downstream processes, from inheritance proceedings to visa applications.

Khalaf Helal Al Mazrouei, Director General of Corporate Enablement and Community Services at the Department of Health, framed the collaboration as aligned with the department’s vision of an intelligent and resilient healthcare ecosystem. Combining issuance and attestation into a single digital journey, he said, supports the emirate’s ambition for an integrated, digitally empowered government structure.

The integration runs on TAMM, Abu Dhabi’s established unified government services platform, which provides the technical infrastructure for coordinating service delivery between agencies. The architecture allows the two departments to exchange data without requiring customers to navigate separate portals or re-enter information at each stage.

Both agencies positioned the move as part of a wider digital transformation agenda, with the health department noting it continues to develop additional services in partnership with other government entities. Whether the reported 90 percent reduction in procedures achieved through earlier integrations translates to this certificate pathway at comparable scale remains the measure worth watching.
