Abu Dhabi Deploys AI to Streamline Policy Design; Government Capability Program Targets Se

Abu Dhabi’s Department of Government Enablement is embedding artificial intelligence directly into the policy development process, launching a structured capability-building program aimed at the emirate’s most senior public-sector leaders. Unveiled on Thursday, the AI-powered Policy Development Program targets Executive Directors and equivalent officials responsible for designing, implementing and overseeing government policy across Abu Dhabi.

The program was developed in partnership with the Lee Kuan Yew School of Public Policy, a leading international policy institute. That collaboration signals a deliberate investment in governance capacity, pairing Abu Dhabi’s strategic priorities with internationally tested frameworks for translating policy intent into measurable institutional outcomes.

Participants will build practical competencies across the full policy lifecycle: identifying challenges, selecting appropriate instruments, resolving implementation obstacles, managing stakeholder engagement and applying international best practices. The curriculum places particular weight on evidence-based approaches and the use of behavioral insights in both policy design and communication.

At the heart of the program is an intensive residential module in Singapore. The location is deliberate. Singapore’s governance model and its Smart Nation initiative serve as live case studies, with participants engaging through workshops, group projects and lectures. The Singapore component covers impact assessment, monitoring and evaluation frameworks, transformational governance approaches and the application of artificial intelligence in government transformation.

His Excellency Dr Yasir Al Naqbi, Director General of GovAcademy at the Department of Government Enablement, framed the initiative in terms of institutional performance. “Our people are at the center of government excellence,” he said. “This program reflects our commitment to investing in government leaders and empowering them to develop more effective and responsive policies, improving the quality of people-centered government services and strengthening public sector performance across Abu Dhabi.”

Al Naqbi added that the program is designed to close the gap between strategy and execution. “It will equip leaders to turn strategy into action and measurable outcomes while advancing a connected, future-ready government ecosystem,” he stated.

The institutional logic is straightforward. Better-designed policies and more effective implementation are expected to sharpen decision-making quality, strengthen policy execution, enable more rigorous evaluation and foster greater coordination across government agencies. Those gains, in turn, are intended to produce better outcomes for citizens, residents and businesses operating within the emirate.

By contrast with conventional training programs, this initiative is explicitly anticipatory in its design. Developing agile, evidence-based services and policies allows government leaders to identify emerging challenges early and strengthen collaboration across an interconnected government ecosystem, positioning Abu Dhabi’s public sector to respond with greater speed and precision.

The launch reinforces the Department of Government Enablement’s broader commitment to continuous professional development within the Abu Dhabi Government. Whether the Singapore residential module becomes a recurring feature, and how the program scales across the wider public-sector leadership pipeline, will determine how deeply the initiative reshapes policy capability across the emirate.
