Abu Dhabi's AI Learning Platform Wins Global E-Learning Recognition at UN Summit

Abu Dhabi’s AI-enabled learning platform Tomouh has earned Champion status among the top five global contenders in the e-learning category at the International Telecommunication Union’s World Summit on the Information Society (WSIS), drawing a high-level government delegation to formally acknowledge the achievement.

The Department of Government Enablement (DGE) dispatched representatives including Mariam Mohamed AlMusharrekh, Director General of GovTalent, and Dr Amna Almahri, Executive Director of Learning Enablement and Effectiveness at GovAcademy, to meet with Sheikha Shamma bint Sultan bin Khalifa Al Nahyan, President and CEO of Frontier25 and The Climate Tribe. The visit signals that AI-driven workforce infrastructure now sits near the top of Abu Dhabi’s administrative modernisation agenda.

Tomouh functions as Abu Dhabi Government’s AI-enabled learning system, engineered to deliver personalised, forward-oriented learning experiences for government employees. The WSIS awards programme recognises entities worldwide for deploying digital technology to advance the Sustainable Development Goals and accelerate global digital transformation, making Champion status a marker of international credibility in that space.

Frontier25’s contribution extended well beyond platform design. The organisation assessed green procurement practices across Abu Dhabi’s government operations, conducting comprehensive reviews of procurement systems, global benchmarks, specification modules, and supplier selection frameworks. That work embedded sustainability values throughout procurement lifecycles, structurally linking workforce development to broader environmental and operational objectives.

By contrast, the reputational dimension of the recognition carries its own weight. Securing Champion status at an international forum focused on information society advancement signals to investors, development partners, and international institutions that Abu Dhabi’s government infrastructure incorporates cutting-edge learning technologies. For a government competing to attract talent and demonstrate operational sophistication, that signal matters.

Sheikha Shamma bint Sultan bin Khalifa Al Nahyan connected the achievement to a longer arc of national investment philosophy. “The late Sheikh Zayed bin Sultan Al Nahyan, Founding Father of the UAE, put education at the centre of his nation-building, and we are all part of this next phase, using AI to advance human development. It’s only when we invest in people that we can become more competitive as a nation,” she said.
